Requests the Health Committee Chairs in the Senate and House to convene a working group during the 2011-2012 interim to evaluate the State Health Planning and Development Agency (SHPDA) and related policies.

Directs the working group to determine whether SHPDA is subject to Hawaii's Sunshine Law (Chapter 92, Hawaii Revised Statutes) regarding open meetings and public conduct.

Directs the working group to evaluate whether the State Health Services and Facilities Plan constitutes an agency rule under Chapter 91, Hawaii Revised Statutes, and whether its preparation requires public hearings under Chapters 91 and 92.

Directs the working group to recommend ways to improve SHPDA's efficiency in determining certificates of need for health care facilities and services.

Specifies that the resolution cannot be used in legal disputes or judicial proceedings and has no retroactive application from its adoption date.
