Designates October of each year as "Down Syndrome Education Awareness Month" in Hawaii.

Requests the Department of Education to develop guidelines for a lifelong learning approach for individuals with Down syndrome pursuant to the Individuals with Disabilities Education Act of 2004.

Requests the Department of Education to extend sign language instruction with speech to students with Down syndrome who can hear.

Notes that Down syndrome occurs in approximately 1 in 733 live births and is the most commonly occurring chromosomal condition.

Directs certified copies of the resolution be transmitted to education officials, charter school administrators, independent school representatives, and Down syndrome advocacy organizations in Hawaii.
