Encourages the 112th United States Congress to enact federal legislation modernizing the Toxic Substances Control Act of 1976 to strengthen chemical management and consumer protection.

Calls for requiring chemical manufacturers to prove all existing and new chemicals are safe and provide essential health and safety information to consumers and the public.

Requires immediate action to reduce or eliminate use of harmful chemicals, including persistent, bioaccumulative, and toxic chemicals with widespread exposure.

Preserves state and tribal authority to operate chemical management programs that are more protective than federal standards and establishes health safety standards based on best available science to protect vulnerable populations including children and developing fetuses.

Directs promotion of safer chemical innovation through fast-tracked approval of demonstrably safer chemicals, green chemistry research investment, and environmental justice action plans to reduce disproportionate toxic chemical exposure in vulnerable communities.
