Urges the University of Hawaii College of Tropical Agriculture and Human Resources to develop a coordinated plan assisting home gardeners in forming community-based, home organic produce cooperatives.

Plan should be developed through the Cooperative Extension Service with assistance from the Department of Agriculture and the Department of Business, Economic Development, and Tourism.

Cooperatives would educate home gardeners about organic produce, assist with marketing surplus produce, and provide advice on selling organic produce to the general public.

University of Hawaii required to submit a progress report on plan development no later than twenty days before the 2012 Regular Session convening.

Certified copies to be transmitted to the President of the University of Hawaii, Dean of the College of Tropical Agriculture and Human Resources, Board of Agriculture Chairperson, Director of Business, Economic Development, and Tourism, and Makiki Neighborhood Board Chairperson.
