Requests every domestic and foreign insurance company that issued commercial general liability policies in Hawaii to submit information on total premiums received during the past ten years.

Submission deadline set for May 3, 2011 of the 2011 Regular Session.

Responds to Hawaii Intermediate Court of Appeals decision in Group Builders, Inc. v. Admiral Insurance Company (2010) that construction defect claims are not covered under contractors' general liability policies.

Addresses concerns that contractors and developers purchased policies expecting coverage for bodily injury and property damage from construction defects, but insurance carriers refused to honor claims.

Directs certified copies be sent to the State Insurance Commissioner, Hawaii Insurers Council, General Contractors Association of Hawaii, and Building Industry Association of Hawaii.
