Legislature disapproves the reset aside of 614.14 acres of former Kulani Correctional Facility lands from the Department of Public Safety to the Department of Defense for a Youth Challenge Academy.

Department of Defense is requested to look to other locations on the Big Island to relocate the Youth Challenge Academy instead of using the Kulani site.

Department of Public Safety is urged to reopen Kulani Correctional Facility at its original site and rehire former staff.

Department of Defense must conduct a review and assessment of environmental and fiscal implications and report findings to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Resolution cites concerns about the speed of the transfer, unresolved funding and land tenure issues, and the detrimental economic impact of closing the facility in October 2009.
