Requests the Department of Education, Department of Land and Natural Resources, and county planning departments to compile a report listing all properties under their jurisdictions that are abandoned, underutilized, unused, or unoccupied.

Report must include properties with potential to provide human services such as housing, early learning centers, senior services, and public schools facing potential closure or consolidation.

Each property listing must contain location, tax map key, zoning, land classification, ownership, current use status, building descriptions and pictures, and suitability assessment for educational, recreational, health, or human services programs.

Reports from the Department of Education, Department of Land and Natural Resources, and all county planning departments must be submitted to the Senate Committee on Human Services and House Committees on Human Services and Housing no later than twenty days before the 2012 Regular Session convening.

Resolution cites example of University of Hawaii paying $5,000 monthly for presidential condominium while a 4,500 square foot Manoa mansion remains largely unoccupied since renovations.
