Requests the Hawaii Judiciary to submit a report to the Legislature detailing findings, recommendations, and resource requirements for implementing Sunshine Law amendments proposed by Senate Bill No. 130 (2011).

Judiciary must identify all boards currently in existence or established since January 1, 2001, and report the number of meetings held by each board.

Judiciary must provide information on public participation levels (including non-lawyer layperson membership), whether meetings receive public notice and agendas, and how the public can submit data or testimony for each board.

Judiciary must explain which individuals typically participate in meetings where the public is excluded and provide the reasons for excluding public participation.

Judiciary must submit the report no later than twenty days prior to the 2012 Regular Session convening.
