Requests the Board of Education and Department of Education to collaborate with parent organizations to develop statewide policies for family engagement in Hawaii's public schools.

Identifies family engagement as an important predictor of student success that benefits cognitive, social, and emotional development across early childhood through high school levels.

Notes that Hawaii is one of ten states without statutes pertaining to family engagement in schools, as identified by the National PTA.

Requires the Board of Education and Department of Education to report findings and make legislative recommendations to facilitate family engagement to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012.
