Encourages the Office of Hawaiian Affairs and the Executive Branch to engage in discussions to develop a recommendation to the Legislature for resolving claims regarding income and proceeds from the public land trust between November 7, 1978, and July 1, 2008.

Requires any recommendation to specify the amount in cash payments, land parcels, or a combination thereof that the State should pay or transfer to the Office of Hawaiian Affairs to settle these claims.

References the 2008 Settlement Agreement between the State and Office of Hawaiian Affairs that would have provided $200,000,000 in cash and three land parcels, but did not take effect due to lack of enabling legislation.

Acknowledges previous Hawaii Supreme Court rulings that determined the Legislature has responsibility to enact legislation implementing the State's constitutional obligation to native Hawaiians under the public land trust.

Directs transmission of the resolution to the Governor, Attorney General, Board of Land and Natural Resources, Office of Hawaiian Affairs Board of Trustees, and legislative leaders.
