Encourages the State Attorney General and state and county law enforcement agencies to adopt new eyewitness identification procedures to reduce erroneous identifications.

Recommends use of blind administrators (when practicable) for lineups, simultaneous presentation of suspects, and pre-procedure instruction that the perpetrator may not be in the lineup.

Specifies detailed lineup procedures including sequential viewing with random order, sufficient fillers (at least 5 for photo lineups, 4 for live lineups), and documented confidence statements from witnesses.

Requires comprehensive written records of all identification procedures documenting results, participants, date/time, lineup order, photographs used, and visual recordings of live lineups.

Directs transmission of the resolution to the Governor, Attorney General, and law enforcement and prosecutorial officials across all four Hawaii counties.
