Requests the Director of Health to convene a Legislative Noise Pollution Task Force to review best practices from other states in reducing urban noise pollution.

Task Force composition includes representatives from the Department of Health, Honolulu Police Department, Honolulu Liquor Commission, Public Utilities Commission, eight Oahu neighborhood boards, and legislators from urban communities with high noise pollution complaints.

Task Force directed to focus on noise pollution from motorcycle and moped mufflers, trash disposal vehicles, and stereo or audio equipment in passenger vehicles.

Legislative Reference Bureau requested to assist the Task Force in drafting legislation based on its findings and recommendations.

Task Force required to report findings and recommendations to the Legislature no later than twenty days prior to the convening of the 2012 Regular Session.
