Urges the Department of Hawaiian Home Lands to comply with the court order in Lum v. Hawaiian Homes Commission and resume releasing pastoral and agricultural leases to beneficiaries immediately.

Requests the Department provide statistical data from 2000-2010 on homestead awards by category (residential, pastoral, agricultural, aquacultural), vacant improved lots, improved homes, and self-help home construction.

Requires reporting on funds expended annually for lot improvements, infrastructure costs, and breakdown of funding sources (general, special, trust, or federal) by homestead type.

Mandates the Department submit all requested data and a report on pastoral and agricultural lease release activities to the Legislature no later than 20 days before the 2012 Regular Session.

Directs certified copies be transmitted to the President, Hawaii's Congressional delegation, Governor, Hawaiian Homes Commission Chairperson, and Office of Hawaiian Affairs Board Chair.
