Requests the Civil Defense Division of the State Department of Defense to install additional civil defense warning sirens in areas without sirens as a matter of immediate urgency.

Requires all existing sirens to be maintained and kept in working order at all times in preparation for disaster emergencies.

References the March 11, 2011 tsunami in Japan and Hawaii's similar geography to justify the need for improved warning systems, particularly given tsunami risks within 30 minutes of a Pacific Ocean earthquake.

Directs the Civil Defense Division to report to the Legislature no later than 20 days before the 2012 Regular Session convening on the status of siren installations and maintenance efforts.

Directs transmission of certified copies to the Governor, Director of Public Safety, Adjutant General, Vice Director of Civil Defense, and Comptroller.
