Department of Transportation requested to create a task force to study transferring responsibility for unmaintained disputed roads to the counties, including estimated costs and possible funding sources.

Task force composition includes the Director of Transportation (Chairperson), Director of Office of Planning, mayors from each county, and county engineers from Hawaii, Kauai, and Maui.

Addresses long-standing jurisdictional dispute between State and counties over roads created during Territory of Hawaii that lack clear maintenance responsibility and remain in substandard condition.

Department of Transportation required to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.
