Request that the State Auditor conduct a financial and performance audit of the Hawaii Livestock Cooperative before the entity becomes eligible to receive any state funds, including appropriations, loans, grants in aid, or purchases.

Prohibit distribution of state monies to Hawaii Livestock Cooperative unless the Auditor completes a financial and performance audit or a Senate standing or special committee conducts an informational briefing and confirms operational viability.

Acknowledge that most beef consumed in Hawaii is imported despite cattle being raised in every county, and that the slaughterhouse is necessary for Hawaii's beef industry viability and food self-sufficiency goals.

Require certified copies of the resolution be transmitted to the Board of Agriculture Chairperson, Senate Committee on Agriculture Chair, and Hawaii Livestock Cooperative.
