Requests the Department of Land and Natural Resources to convene the Feral Animal Conflict Resolution Working Group to develop statewide comprehensive feral animal management policies.

Working group must include 29 member organizations representing state agencies, federal agencies, universities, conservation groups, agricultural interests, and animal welfare organizations.

Working group must elect a chair and vice chair, engage a neutral facilitator, and consult with experts on effective management programs, control methods, costs, and public education strategies.

Working group must meet at least four times and submit a comprehensive report by November 1, 2011, including findings, recommendations, proposed legislation, and minority positions regarding feral animal management.

Legislative Reference Bureau must finalize and submit the working group's report to the Legislature and Governor no later than 30 days before the 2012 regular session convenes.
