Urges the Governor to withdraw 12 executive orders setting aside public lands to various state agencies and counties that have failed to use or underutilized the lands for their intended purposes.

Specifies lands to be returned to the Department of Land and Natural Resources inventory, including 492.500 acres in Waiakea (Department of Public Safety), 4,000.000 acres in Keahole (Department of Transportation), and smaller parcels across Hawaii, Maui, and Oahu.

Allows receiving agencies that still require public land for operations to apply to the Department of Land and Natural Resources for new executive orders covering only the land area they actually need.

Directs the Department of Land and Natural Resources to conduct a comprehensive review of all existing executive orders to assess whether receiving agencies are fully utilizing their assigned lands and report findings to the Legislature by 20 days before the 2012 Regular Session.

Requires the Department of Land and Natural Resources to examine development potential for any public lands returned to its inventory as a result of these executive order withdrawals.
