• Requests the Auditor to conduct a financial and management audit of the Hawaii Community Development Authority (HCDA) regarding its activities in Kakaako Makai.

• Directs investigation into HCDA's expenditure of public funds on residential development plans for Kakaako Makai despite being prohibited by statute from approving such plans.

• Requires audit to examine HCDA's collaboration with the Kakaako Makai Community Planning Advisory Council and efforts to repeal the statutory requirement for such collaboration.

• Investigates HCDA's June 15, 2010 approval of a Development Lease Permit for Ocean Investments LLC at 53 Ahui Street without providing public testimony opportunity or notifying the Legislature as required by statute.

• Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session.
