Requests the State Historic Preservation Division of the Department of Land and Natural Resources to treat this measure as the Legislature's formal proposal for installing phytoremediation technology in the State Capitol reflecting ponds.

Directs the Department of Accounting and General Services to develop and implement a plan to install floating clusters of Hawaiian native plants in the reflecting ponds to reduce algae growth and address water quality issues.

Requires approval from the State Historic Preservation Division, City and County of Honolulu's Department of Planning and Permitting, and the National Register of Historic Places before implementation, given the Capitol's historic designation.

Mandates that both the Department of Accounting and General Services and the State Historic Preservation Division report to the Legislature every regular session on project progress until completion.

Addresses current maintenance costs exceeding $50,000 annually to control algae in the ponds and recurring water leakage problems affecting the Capitol building.
