Requests the Department of Hawaiian Home Lands provide data for 2000-2010 on homestead awards by category (residential, pastoral, agricultural, aquacultural), including vacant improved lots, improved homes, self-help builds, and undivided interest awards.

Requires reporting on annual funding expended to improve lots with infrastructure and breakdown of funding sources (general, special, trust, federal) by homestead type and construction method (turn-key, self-help, owner-builder).

Directs the Department to submit all requested data to the Legislature no later than twenty days before the 2012 Regular Session.

Expresses concern that despite constitutional mandate to adequately fund Hawaiian Home Lands, the state eliminated general fund appropriations beginning in fiscal year 2009-2010 and that over 1,700 applicants have waited more than 30 years for homesteads.

Criticizes the Department for leasing trust lands to commercial developers (Kealakehe in Kona and Panaewa on Hawaii island) for non-homestead uses instead of fulfilling its obligation to beneficiaries on waiting lists.
