Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for annual medical examinations and required immunizations for children attending schools in Hawaii.

Applies to all health insurance policies, hospital and medical service plans, medical service corporation contracts, and health maintenance organization plans issued on or after January 1, 2012.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2012.

Mandates transmission of the concurrent resolution to the Auditor and Insurance Commissioner, who must distribute copies to all health insurers operating in the state.

Fulfills Hawaii Revised Statutes section 23-51 requirement that concurrent resolutions be passed before considering legislative measures that mandate specific health insurance coverage.
