Requests the State Auditor to assess the social and financial effects of mandating health insurance coverage for physical therapy prescribed by board-certified surgeons to treat chronic pain.

Applies to all health insurance policies and contracts issued after December 31, 2011, including hospital and medical service plan contracts, medical service corporation contracts, and health maintenance organization plans.

References Senate Bill No. 679 (2011) as the specific legislative measure requiring the audit pursuant to Hawaii Revised Statutes sections 23-51 and 23-52.

Requires the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Directs certified copies be transmitted to the Auditor and Insurance Commissioner, with the Commissioner distributing copies to all health insurers in the State.
