Requests the State Auditor to assess the social and financial impacts of mandating health insurance coverage for tobacco use cessation methods under Senate Bill No. 1452, S.D. 1 (2011).

Tobacco cessation coverage mandate includes telephone and individual counseling sessions, prescription coverage for nicotine replacement products and FDA-approved cessation medications, and counseling and medication coverage for cessation attempts.

Auditor must conduct impact assessment pursuant to Hawaii Revised Statutes sections 23-51 and 23-52, which require analysis of mandated health insurance coverage proposals.

Auditor must submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the Regular Session of 2012.

Insurance Commissioner must transmit copies of the resolution to all health insurers operating in Hawaii that issue health insurance policies.
