Authorizes the Hawaii Legislature to award the Hawaii Medal of Honor to 20 U.S. military service members with Hawaii connections who were killed in action in Iraq and Afghanistan.

Establishes eligibility criteria for recipients including engagement in combat against enemies of the United States or service in designated combat zones, and Hawaii connections such as legal residency, school attendance, or military stationing in Hawaii.

Lists 20 honorees including Army and Marine Corps personnel ranging from Private to Staff Sergeant rank, including one First Lieutenant.

Directs the honorees' names be entered on the Hawaii Medal of Honor Roll and their families or representatives presented with the medal.

Schedules a Joint Session of the Legislature for 2:00 p.m. on Tuesday, March 29, 2011, in the Senate Chambers to present the medals.
