Requests the Comptroller to establish a Prompt Payment Task Force to examine issues preventing state agencies from making timely payments to nonprofit organizations for goods and services.

Task force membership to include representatives from the State Procurement Office, Department of Budget and Finance, Department of Health, Department of Human Services, Hawaii Alliance of Nonprofit Organizations, construction industry associations, and specified legislative committees.

Task force directed to address payment delays affecting human service nonprofit organizations, which experienced late payment rates of 50 percent in Hawaii compared to the national average of 41 percent.

Requires the task force to submit a report with findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Task force may be requested to provide a joint informational briefing to the Legislature to discuss its report.
