Requests the State of Hawaii to provide financial and other support to the Native Hawaiian Convention (Aha Hawai'i O'iwi) to complete their work.

References a 1996 native Hawaiian vote where over 80,000 ballots were distributed and 73% of approximately 30,000 votes counted supported electing delegates to propose a native Hawaiian government.

Designates the Native Hawaiian Convention to propose a native Hawaiian government structure that, if ratified, would form the basis for discussions with Hawaii state and federal governments regarding native Hawaiian self-governance.

Directs certified copies to be transmitted to the Governor, Senate President, House Speaker, Board of Trustees of the Office of Hawaiian Affairs Chairperson, and Native Hawaiian Convention Chairperson.
