Establishes a Joint Legislative Committee to investigate the State Health Planning and Development Agency (SHPDA) Administrator's compliance with state laws, the Hawaii Constitution, and administrative rules.

Senate President is requested to appoint the Senate Special Committee on Accountability and the Speaker of the House is requested to appoint a House investigative committee with similar membership to jointly conduct the investigation.

Committee is granted all powers of an investigating committee under Hawaii Revised Statutes Chapter 21, including authority to issue subpoenas, hold hearings, administer oaths, and compel witness testimony.

Investigation addresses specific concerns including alleged Sunshine Law violations by the Administrator, failure to publish the Annual Health Care Utilization Report since 2007, and administrative neglect of Subarea Health Planning Councils.

Committee must submit written findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2012.
