Urges the Department of Land and Natural Resources (DLNR) and City and County of Honolulu to reach a final determination on ownership and jurisdiction of an unimproved section of Kaimakani Street (TMK: 1-9-9-05, 28, 29, and 68).

Requests both entities consider Act 288 (Session Laws of Hawaii 1993) and Honolulu City Council Resolution No. 93-287 in their determination.

Directs DLNR and City to establish an agreement on ongoing maintenance of Kaimakani Street regardless of the final ownership determination.

Requires DLNR to report findings and recommendations to the Legislature at least 30 days before the 2012 Regular Session convenes.

Addresses a longstanding dispute where DLNR previously stated the City owns the street while the City's Department of Design and Construction denied responsibility under the relevant legislation.
