Urges any person or entity purchasing, selling, offering for sale, trading, or distributing foie gras in Hawaii to only use humanely produced foie gras.

Identifies concerns about conventional foie gras production methods, including confinement in small pens or isolation cages and force feeding via machine two to three times daily at 20 percent of the waterfowl's healthy body weight.

Notes that conventional production methods result in extreme pain, suffering, crippling injuries including respiratory distress and locomotive immobility, with mortality rates 20-30 percent higher than commercial farms.

Identifies humane alternatives including cage-free housing with hand feeding or production timed with winter migrations when waterfowls' livers naturally fatten.

Directs the Director of Health to transmit a certified copy to entities engaged in commercial production or sale of foie gras in the state.
