Contends the Citizens United decision eliminated century-old restrictions on corporate campaign contributions and created an unequal political playing field that harms individual democratic participation.

Directs transmission of certified copies to the U.S. Senate Majority Leader, House Speaker, and Hawaii's congressional delegation.
