Requests the Department of Transportation, with assistance from the Oahu Metropolitan Planning Organization, to study the feasibility of using Kolekole Pass Road as an alternative route to the Leeward Coast.

Directs the study to examine logistical challenges of opening Kolekole Pass Road to permanent civilian traffic and review jurisdictional issues requiring resolution.

Requires the study to determine conditions necessitated by agreements between the State, U.S. Navy, and U.S. Army for civilian use of the federally-owned road.

Mandates submission of findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Addresses the need for an alternative route to Farrington Highway, the sole public highway serving the Leeward Coast, which has experienced frequent closures due to accidents and weather emergencies.
