Requests the City and County of Honolulu to assess maximum fines and issue liens when a property owner is cited for at least three violations within a five-year period for properties located within a one-mile radius

Directs the Corporation Counsel to settle such cases considering the egregious nature of the violations and the maximum fines assessed by the Department of Planning and Permitting

Addresses situations where owners of multiple properties (five or more) allow homes to become vacant, overgrown, blighted, or in violation of county ordinances, negatively impacting neighboring property values

Applies specifically to cases where violations accumulate in a relatively short period of time within the same geographic area, creating a significant impact on the community

Requires transmission of certified copies to the Mayor of Honolulu, City Council members, and relevant neighborhood associations and community groups
