Urges members of the United States Congress to propose the Parental Rights Amendment to the states for ratification.

Declares that the liberty of parents to direct the upbringing and education of their children is a fundamental right that neither the United States nor any state shall infringe without demonstrating a governmental interest of the highest order.

Prohibits treaties and international law from superseding, modifying, interpreting, or applying the rights guaranteed by the proposed amendment.

States the amendment will preserve parental rights from shifting Supreme Court interpretations while maintaining protections against child abuse or neglect as a governmental interest of the highest order.

Directs transmission of certified copies to the U.S. Congress leadership, members, and presiding officers of all state legislatures.
