Urges the U.S. Department of the Interior and Congress to provide additional federal aid to Hawaii for state services provided to migrants from the Federated States of Micronesia, Marshall Islands, and Palau under the Compact of Free Association.

Documents that Hawaii spent $101,163,113 in state funds in 2007 to provide services to Compact migrants, including $53,586,418 for education, $37,116,012 for human services, $6,829,020 for health services, and $839,500 for public safety costs.

Calls for amendment of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 to make Compact of Free Association migrants eligible for federally funded financial and medical assistance rather than requiring Hawaii to fund these services.

Urges the Department of the Interior to review and increase Compact Impact Assistance grant funding, establish dialysis and chemotherapy centers in Micronesia and Compact nations, and identify other direct federal assistance programs for affected populations.

Requires transmission of the concurrent resolution to the President, U.S. Secretary of Interior, members of Hawaii's Congressional Delegation, and various state officials and agency directors.
