Requests the Republic of Turkey to uphold and safeguard religious and human rights without compromise regarding the Ecumenical Patriarchate located in Istanbul

Calls on Turkey to cease discrimination against the Ecumenical Patriarchate, grant appropriate ecumenical recognition and ecclesiastic succession, and allow training of clergy of all nationalities

Directs Turkey to respect the property rights, human rights, and religious rights of the Ecumenical Patriarchate, including addressing property confiscation and tax issues

Requires certified copies be transmitted to the President of the United States, U.S. Ambassador to Turkey, Turkish Ambassador to the United States, and Hawaii's congressional delegation

Notes Turkey's current treatment of the Ecumenical Patriarchate is inconsistent with European Union membership criteria requiring protection of minorities, human rights, and religious rights
