Requests the State Building Code Council to adopt a requirement for automatic fire sprinkler installation in all new one- and two-family dwellings in compliance with nationally recognized safety codes.

Cites that automatic fire sprinklers reduce the chance of death in a fire by approximately 80 percent and reduce average property loss by 71 percent per fire.

Notes that in 2007, U.S. home fires caused 2,865 civilian deaths, 13,600 injuries, and $7.4 billion in direct damage, with 84 percent of civilian fire deaths occurring in homes.

References two international building codes—the International Residential Code 2009 edition and the National Fire Protection Association 5000 Building and Construction and Safety Code 2009 edition—that already mandate fire sprinklers in new one- and two-family construction.

Directs certified copies of the resolution be transmitted to the Comptroller, State Building Code Council Chairperson, State Fire Council Chairperson, and each county Fire Chief.
