Requests the State Auditor to conduct an impact assessment on proposed mandatory health insurance coverage for crisis substance abuse and alcohol treatment, in accordance with Hawaii Revised Statutes sections 23-51 and 23-52.

Mandated coverage would include individual and group counseling for substance abuse patients, lasting 30 to 60 days.

Auditor must assess the social and financial effects of the proposed mandatory coverage mandated by Senate Bill No. 731, S.D. 1.

Auditor shall submit findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2012.

Requires certified copies be transmitted to the Senate President, House Speaker, Auditor, and Insurance Commissioner, with the Commissioner to distribute copies to all state health insurers.
