Urges the United States Congress to uphold the citizenship clause of the Fourteenth Amendment, which guarantees citizenship to all persons born in the United States.

Affirms that the Fourteenth Amendment's citizenship clause, ratified in 1868, was enacted to overturn the Dred Scott decision and guarantees citizenship to virtually everyone born in the United States regardless of parental nationality.

Expresses concern that proposals to eliminate automatic citizenship for children of undocumented immigrants are gaining traction despite existing Supreme Court decisions affirming the fundamental right to citizenship for all persons born within the United States.

Directs certified copies of the resolution to be transmitted to the Majority Leader of the United States Senate, the Speaker of the United States House of Representatives, and Hawaii's congressional delegation.
