Requests the Department of Public Safety to review statutory provisions relating to sentences of imprisonment and develop an earned time program for inmates sentenced to longer than one year who successfully complete recommended programming.

Requires the earned time program plan to include objective standards for measuring progress in work/vocational training, social adjustment, counseling participation, therapeutic programs, and education/literacy programs.

Mandates procedures for evaluating, recording, certifying, and awarding earned time credits that reduce an inmate's maximum term of imprisonment, with annual reviews to grant, withhold, withdraw, or restore credits.

Requires the Department of Public Safety to provide eligible inmates written information about the earned time program standards, procedures, and equivalencies between days served and credits earned.

Directs the Department to describe progress on the earned time program in its Re-Entry Master Plan and report to the Legislature by twenty days before the 2012 Regular Session convenes.
