Urges county liquor commissions to provide relief such as administrative rule changes and penalty mitigations to liquor licensees serving alcohol at large public facilities (venues like Waikiki Shell, Neal S. Blaisdell Center, and Aloha Stadium) for violations involving serving liquor to minors.

Recognizes that irresponsible adults at large public events often purchase multiple beers for distribution to minors, creating enforcement challenges for licensees who do not directly make the sales to minors.

Notes that the good faith defense available under Hawaii Revised Statutes section 281-78(b)(1) is impracticable at large public events with thousands of attendees where licensees do not directly sell to minors.

Requests the Honolulu Liquor Commission identify relief measures that may be provided to liquor licensees statewide and the conditions for providing such relief on behalf of all county liquor commissions.

Requires the Honolulu Liquor Commission to submit a report of findings and recommendations to the Legislature no later than twenty days before the 2012 Regular Session convenes.
