Encourages the Department of Business, Economic Development, and Tourism to issue a Request for Proposals to obtain new investors for development of the World Trade Center, Honolulu.

Identifies the 2011 APEC Leaders' Meeting in Honolulu (November 12-13, 2011) as an unprecedented opportunity to enhance the World Trade Center and attract new investment.

Requires that enhancement of the World Trade Center be developed in coordination with the Honolulu Rail Transit twenty-mile elevated rail line.

Directs certified copies of the resolution be transmitted to the Director of Business, Economic Development, and Tourism; Director of Transportation; Mayor of the City and County of Honolulu; and Hawaii Tourism Authority.
