Urges the Superintendent of Education to install renewable energy facilities, such as photovoltaic arrays, on public school premises in an expeditious manner, to the extent feasible.

Encourages the Department of Education to consider leasing school premises to power producers and entering into power purchase agreements to purchase electricity at fixed rates for established terms.

Requires the Department of Education to submit a report to the Legislature by twenty days prior to the convening of the Regular Session of 2012 regarding the feasibility of installing renewable energy facilities on department properties and listing schools where installation would be most practicable.

Cites Hawaii's 90 percent energy imports, $9 billion annual fossil fuel expenditures, and abundant solar and wind resources as justification for expanding renewable energy use in schools, which consume most energy during peak solar and wind availability hours.
