Requests the Department of Education to study the feasibility of creating and implementing intra- and inter-school competitions focused on the three R's of sustainability: reduce, reuse, and recycle.

Directs the Department of Education to submit a report to the Legislature on the feasibility of these competitions no later than twenty days before the convening of the Regular Session of 2012.

Recognizes Hawaii's island status and the need for innovative solutions to sustainability challenges, proposing student competitions as a way to engage young minds in problem-solving.

Requires certified copies of the resolution be transmitted to the Superintendent of Education, Board of Education Chairperson, Charter School Administrative Office Executive Director, Complex Area Superintendents, and all public school principals.
