Request the Board of Education to undertake a two-year comprehensive review of its by-laws, policies, and applicable sections of Hawaii Revised Statutes and Hawaii Administrative Rules.

Allow the Board of Education to make changes to its by-laws and policies after one year of review to improve the effectiveness of the educational delivery system.

Require the Board of Education to submit a report of findings and any changes made to by-laws and policies to the Legislature no later than twenty days before the 2012 Regular Session.

Require the Board of Education to submit a second report including any proposed legislation to the Legislature no later than twenty days before the 2013 Regular Session.

This review opportunity follows a constitutional amendment adopted in the 2010 general election requiring the Board of Education to transition from an elected board to an appointed board.
