Urges the Governor to provide opportunities for community input on potential uses for the former Kulani Correctional Facility before decisions are made regarding the property.

Notes that Kulani Correctional Facility housed the state's largest sex offender treatment program with a recidivism rate of less than 2 percent since 1988 and provided job skills training for inmates.

Highlights that the State spends over $50,000,000 annually to house prisoners in out-of-state facilities, with Native Hawaiians representing 41 percent of those incarcerated outside Hawaii.

States that the Department of Public Safety closed Kulani in 2009 and transferred the property to the Department of Defense in 2010 for a Youth Challenge Academy Program without adequate public consultation.

Directs that certified copies be transmitted to the Governor, Director of Public Safety, and Adjutant General.
