Establishes that Hawaii delegates to a constitutional amendment convention shall be considered an extension of the state Legislature, with delegates selected as follows: two by the House of Representatives, two by the Senate, two by the Governor, and one jointly by all three authorities.

Restricts Hawaii delegates from discussing or voting on any amendments outside the four specific subjects included in Hawaii's prior Application to Congress for calling the convention.

Allows the appointing authority leadership to recall any delegate who acts inconsistently with the Legislature's will, violates convention rules, or votes contrary to these provisions.

Requires the State to pay general expenses for delegates attending the convention and associated events, with delegates prohibited from accepting compensation beyond what the convention provides.
