Hawaii's legislature applies to Congress under Article V of the U.S. Constitution requesting a convention to propose constitutional amendments on four specified subject areas.

First subject area addresses federal fiscal management, including requirements that federal expenditures not exceed federal revenues, limits on federal debt, and constraints on spending and taxation.

Second subject area improves the legislative process by requiring bills to contain a single subject and establishing minimum review periods before passage.

Third and fourth subject areas restrain federal powers by clarifying constitutional limits on spending authority and prohibiting unfunded federal mandates on states, plus empowering state legislatures to repeal federal acts and regulations.

The lieutenant governor is directed to transmit copies to Congress leadership, the Archivist, Hawaii's federal representatives, and all state legislatures, with this application remaining in effect until rescinded by a future legislative session.
