Requests the State Auditor to assess the social and financial impacts of mandating infertility procedure coverage under S.B. No. 615, S.D. 1, which requires all individual and group health insurance policies providing pregnancy-related benefits to cover infertility procedures effective July 1, 2011.

Requires the Auditor to conduct the impact assessment pursuant to Hawaii Revised Statutes sections 23-51 and 23-52, which mandate review of proposed health insurance coverage mandates.

Directs the Auditor to submit findings, recommendations, and any necessary implementing legislation to the Legislature no later than twenty days before the 2012 Regular Session convenes.

Notes that infertility affects approximately 7.3 million women in the United States (one in eight couples), with 85-90 percent treatable through conventional therapies and assisted reproductive technologies accounting for less than 0.07 percent of health care costs.

Requires the Insurance Commissioner to transmit copies of the resolution to all health insurers issuing policies in Hawaii.
