Request the State Auditor to conduct an impact assessment of the social and financial effects of mandating health insurance coverage for tobacco cessation under sections 23-51 and 23-52 of Hawaii Revised Statutes.

Require the Auditor's report to be submitted to the Legislature no later than 20 days before the 2012 Regular Session convenes.

Reference H.B. No. 1443 and S.B. No. 1452 (2011) which mandate health insurers provide tobacco cessation coverage effective July 1, 2011.

Direct the Insurance Commissioner to transmit certified copies of this resolution to all health insurers in Hawaii that issue health insurance policies.

Document legislative findings that tobacco cessation coverage with no co-payments, prior authorization requirements, or treatment limits would provide health and financial benefits by reducing smoking-related diseases and healthcare costs.
